A Catholic Framework for Understanding

In September 1987, the New York State Board of Regents adopted regulations requiring public and nonpublic schools to provide instruction concerning Acquired Immune Deficiency Syndrome (AIDS) for students in kindergarten through grade 12.

Since its original publication, the state’s instructional guide has been revised and updated several times.  The latest revision, in April 1996, prompted another review and the creation of an AIDS Curriculum Review Committee under the auspices of the New York State Catholic Conference.

The review committee concluded that our students, Catholic schools teachers, parish catechists and youth ministers would be better served if HIV/AIDS instruction came exclusively from the Catholic perspective, rather than the current public school guide supplemented with the Catholic perspective.

A key component of A Catholic Framework of Understanding is a separate section which is devoted entirely to parents and designed to reinforce the parent’s primary role in the formation of their children. This section has been reproduced separately under the title of Talking to Your Children and Teens About HIV/AIDS: A Catholic Parent's Guide.
